Mr. Mwale was speaking on Friday at a full council meeting in Chipata.
Meanwhile Kanjala ward councilor William Phiri argued with the idea saying the collection of the bicycle levy will not be fair to local people.
When asked after the meeting, Mr. Phiri told Breeze News that cyclists are poor people who are trying to earn a living and it will not be fair for the local council to collect levy from them.
Mr. Phiri said the council has many avenues to collect revenue from, and develop Chipata district other than collecting levy from cyclists.
