The Ministry of Education owes teachers and officers in Eastern Province about 46 billion Kwacha.
Provincial Education Officer, Thomas Mwanza told Breeze News that the owed money is in salary related arrears which are leave terminal benefits, travel terminal benefits and settling in allowances.
Mr. Mwanza says that the outstanding bill is for both retirees and those that are still serving.
And Eastern Province Permanent Secretary, Emmanuel Mwamba has advised the PEO to write to his office so that he can quickly forward the matter to relevant authorities.
Mr. Mwamba says that it is shocking that government is busy advising civil servants to work hard and yet they are being owed huge sums of money by the same government which he says is not good.
He says that paying civil servants the owed amount is the only way to motivate them so that they work hard.
